Trying to get my photos on my old iCloud but forgotten the password to that iCloud

Trying to change old iCloud password which I forgot and don’t have access to old devices connected to that particular iCloud. Any help?

Recovering old photos. I broke my old phone and got a new one i forgot my i cloud password when i finally recovered it and changed my password i didnt recive all my old data my contacts my pictures nothing i want my old photos back can someone help me .? My old devices aren’t listed in my settings just my new device .
