Can't download 4 songs (error 9006)

4 songs do not want to download. Whenever I restart the download, I get an error 9006.

Their iCloud status is "Apple Music".
I'm running the current version of iTunes, etc. on Windows 10.
Norton 360 is my security software. Its firewall shows "Allow" for iTunes. (I've also turned off the firewall for 15 minutes; no effect on error 9006 downloads.)

How can I download these 4 songs?

With iTunes closed delete the contents of the Downloads folder inside your media folder. Try again. Uncheck Simultaneous Downloads.
