My child’s Mac is not showing up under devices for screen time. How do I add it?

If your child's Mac is running Catalina go into its System/Screentime preference pane and check this checkbox.
However, they would have to be logged into your Apple ID. Probably not what you'd want. Therefore you could set it up under Family Sharing: Set up Family Sharing - Apple Support
