When trying to set up my apple id it is telling me my email address is no longer available????
When trying to set up my apple id on my phone (already did it on the computer no problem) it is telling me my email address is no longer available?

You just said you set up the ID on your computer.... That means it already exists. If you created it on the computer, then you need to log into the existing account that you just created, not create the same ID again...
