Unable to sign in to an iCloud

I just bought a fairly used iphone 6 plus

I have created an Apple ID,,I’ve tried to use the ID to create or sign in to an iCloud account but I can’t!!!

this what they keep showing me each time I try

please help me and fix it I really need to secure my phone with an iCloud....thank you.

Did you setup the device correctly, because if you did, there's no need to "sign in with iCloud".
