Forgot passcode. trying method for unlocking; shut down, link to MacBok while pressing side button, restore screen came on on Mac, pressed restore. Message "your Mac is downloading ....." . TWO HOURS has assed. Is this usual?

No that is not normal. It has taken way too much time to download the iOS unless you have a slow WiFi connection.

I have followed the instruction to the letter as given in the page you have sent THREE TIMES
No luck. In each case i get the message "phone disabled try again in .... minutes" The latest wait is 60 minutes
The recovery mode screen never appears
Following from earlier query.
Restoration completed? The phone went back to say "try again in 15 minutes" Try with what? The whole problem started with forgetting the pass code
