1) Do you actually have a SIM card installed in your iPad?
2) Have you tried updating your iPad to the current version - iPadOS 14.0.1?
That’s much more useful information!
It appears that a Carrier update may have failed to install. Assuming that your SIM card is installed in the SIM tray - and that your airtime plan with your Cellular provider is still active - try to update the Carrier settings:
Settings > General > About
If there is a carrier settings update available for your iPad, you may be prompted to download the update. If offered, do not decline the update.
