iCloud Photos does not keep a version history for you. It is not a backup.
It is a syncing service, that will keep the Photos Libraries identical and in sync on all your devices.
To see, what is currently stored in iCloud Photos, open your iCloud webpage at www.icloud.com and open the Photos.app there.
