So i decided to reset my MacBook pro to factory settings, however due to internet restrictions in our country i need VPN to reinstall MacOS. Is there any other way to do this? I have an external hard drive and another laptop, maybe it is possible to reinstall it using external hard drive.

It only requires you to boot into the Recovery volume to erase and reinstall the system.
the problem is after erasing the disks, i need to reinstall the MacOS, that requires internet connection, however due to internet restrictions in our country, we can access the internet only by using vpn
if you use the other computer to make a bootable usb install drive you can boot into that you should be able to install it see apple support article https://support.apple.com/en-us/HT201372
