how to delete messages in icloud storage

I got this message my storage was almost full. So I deleted hundreds of photos in Messages and still, after more then 24 hours have no more available storage space. This is crazy. what do i have to do to clear this up?

I signed out on my iMac and then signed back in and there was no change in my storage.

I see that all my "Notes" are reloading due to signing in and out.

I've also just noticed that all the messages with photos that I painstakingly deleted from my computer are all still on my iphone.

Now, after all that work i spent deleting the texts with photos. Signing in and out as you suggested, they are back on my iMac!

As you can see from my photo almost my entire icloud storage space is used up by only messages. I text photos a lot so I figured that might be the problem which is why I deleted almost every photo I had in messages. Obviously they are not going away when I delete them.
