Activation Lock

I found an iphone beside the road picking up trash working for my job. How do i get around to setting up iphone in my name and all if it has an activation lock on it. i have no idea who the owners it

If you can’t locate the one who lost it the phone will be forever useless if activation lock is enabled on it.

You can't. It's an anti-theft measure.
