My Apple TV is not recognizing my Bluetooth keyboard

I have a 2nd gen Apple TV and I lost my remote. I restored the TV and was trying to connect my bluetooth keyboard to it, but it doesn't work because my TV doesn't recognize it. I did everything correctly, and when I put my keyboard in to pairing mode, nothing changes on the TV. It is stuck on the setup menu, and I cant do anything. Could someone help me fix this issue?
