What is the error code?
I can not read the tiny, out of focus, upside down pic....

To trouble shoot further you can:
—Try a SafeBoot https://support.apple.com/en-us/HT201262
Takes noticeable longer to get to the login screen, does a 5-15 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc. Login and test. Reboot and test as caches get rebuilt.
In Safe mode third party system modifications and system accelerations are disabled, it removes malware, etc hampering smooth operation, however a reboot will put it back to normal mode.
This test will tell you if third party interference; extensions etc are not loaded in safe boot mode.

This will tell you if it a universal issue or isolated to your user/admin account.Â
The internet did not upload the photo well.
but I found out the problem was a optical sensor getting static interferences because of no anti conductor adhesive strip under the optical drive.
The apple Hardware test was spot on.
This static interference corrupted the kernels and froze loading everything in general.
Perhaps you should just explain what it says.
The blurry picture appears to show either a memory problem (4MEM) or a motor fault (4MOT). Either one requires fixing the defective hardware.
It's an inoperative sensor as you suspect. This iFixit answer alleges it's near a palm rest. Were you able to fix it?
Yes. The problem was the optical cable. I’m glad it was not the chip or the terminal connection on the motherboard.
