Camera app issue

I cannot take video on the camera app. I can take pictures, I can record video on Snapchat, but on the camera app, it shows the camera for a second then it blurs the screen and I cannot record video. It does this on front and back camera. I have no idea what to do, I tried restoring but that didn’t help.
