Ok so I lost my phone and brought a new one and tried to sign in my Apple ID from my lost phone into my new and apparently the password was wrong and now I’m locked out ... how long does it usually take before I can try again

Normally, you can try again after 24 hours.

For the Apple ID password, enter the Apple (iCloud) ID and click Forgot Password.

So it’s gonna ask me for the phone number or email to set the reset instructions ... but I don’t have access to those because I lost my phone ... is there any other way to help and bypass doing it those two ways ??? Please help

You need a phone number or an email option. There isn't a way to by pass that.
