You need to set up Family Sharing.

Family Sharing and Apple ID for your child

Family Sharing.

Family Sharing - Set up.

Then on the child's account, turn on Ask to Buy.

Family Sharing - Ask to Buy.

Family Sharing - Ask to Buy - Get Help.

Or you can use Screen Time to set restrictions.

Parental controls.

Parental Controls and Family Sharing.
