Adobe Flash Player has been Discontinued:

The reason why you cannot install it is because Adobe Flash Player is no longer an option; it has been discontinued.

On December 31, 2020 Adobe will stop developing, updating, or patching Flash Player. Safari 14 has removed Flash Player Support. Other browsers like Firefox will remove it soon. Read Adobe’s document about Flash Players EOL (end of life). Pay special attention to item 7. Adobe will begin to block the playing of Flash media. Any Flash based websites will simply stop working as of 1/1/2021 unless the developers of those sites bring them up to date with modern, secure protocols.

Get in the habit of scanning one or two pages of posts in these communities to see if your question has been asked and answered. If you had, you would have seen at least two dozen posts about Safari 14 removing Adobe Flash Support in the browser.
