It appears that your deleted data is trapped in the "OTHER" category and is still on your iPhone.

In case the prompts you are getting are from iCloud and not the device itself.
Would you be able to take screen shots of the storage? I do know that if you have a lot of data in iCloud, such as Photos or Documents, more than your iPhone can handle, this might continue to happen.
If that’s the case you can Optimize the Storage, for iCloud to alleviate some of that burden from your iPhone:

Sometimes offloading large files, (Usually photos and videos but sometimes other data), to a computer or hard drive, then deleting from the iPhone is a good idea, as the iOS device has a set limit of space available. ICloud can help alleviate some of that burden, but in the end, it can hold what it can.
However also as Axel Foley pointed out as in that article, those steps may be necessary if it’s not reporting the storage accurately, and other steps don’t help, and sometimes a backup/restore is just necessary to do. Hope it works out!
