Set Time and Date automatically is greyed out

I am running Catalina and the check box and the text set time and date automatically is greyed out. How can I fix this - I am not confident about going into the command line.

The computer is running 12 minutes fast.

I notice that the version is showing as Sierra at the bottom of the screen, but About shows Catalina.

Any assistance will be appreciated.

Have you clicked on the padlock at the bottom left of the panel.

If not do so and enter your password.

Also is the box next to Set date and time automatically checked or unchecked,

it should be checked.
