The current version of my iPad is iOS 10.3.3. I tried to update it thru software update under setting, but it says that my software is up to date, which is not true. I'd like to know how to update it.
It depends on your model/year of ipad. Older models cannot update any further.
So what exactly is yours: model, version and year?

Older iPads cannot run the latest version of iOS or iPad OS, and we do not know what sub-model you have. If your are seeing the "up to date" message, that implies you have a iPad 4 (discontinues Oct 2012).
If your iPad says it is up to date at iOS 10.3.3, it means you have a 4th generation iPad, which was released now 8 years ago, is too old, too under powered, no longer supported and completely incapable of running the newer iOS levels.
It's time for a newer iPad.
