If I uninstall Safari to reinstall it do I lose my passwords saved even if I have Keychain active?

If you're using iCloud keychain on the Mac, your passwords are stored separately using iCloud and Keychain Access. Keychain Access works in collaboration with iCloud keychain, which lets you share keychains with your other devices using your Apple ID. You should still have access to your passwords if you need to reinstall macOS. You'll want to make sure to keep your user account password and Apple ID password intact.
