Why won't my iPad update past iOS 10.3.3? I check for up dates and it tells me it is up to date yet I know there are updates at iOS 14

If it's an iPad 4, because its CPU isn't powerful enough for 11, and it isn't subject to the issue 10.3.4 patches.
If it's a newer model, because it has a beta profile installed or can't communicate properly with Apple's servers.
