There appears to be a minor bug in Numbers: In a cell formatted as percent with two decimal places, typing in 7.25[enter] correctly displays 7.25% but 0.6[enter] displays 60.00%. This is true for entering any number between 0 and 1.
Discovered this has something to do with the leading zero. Typing .60[enter] correctly displays 0.60%.
Similarly, if you type 07.25 you will get 725%, which is what the decimal number 7.25 would be in percent.
It does seem strange. I would expect the same answer regardless of a leading zero. You can report bugs through the menu system. Numbers/Provide Numbers Feedback.
