Is there a way to bypass charge a late 2019 16 inch MacBook Pro running Catalina? If there is no way in the software is there an app that can do this?

Actually, no. Your mac manages the battery for you. It is perfectly fine to leave the mac plugged in most of the time. Don’t take my word for it. Read what Apple says about it.

Because it's not good to leave a battery at 100% for 8 hours a day while I'm in school and then 100% after school when I'm playing games. So all in all... my computer's battery is at 100% whenever it's on

Bypass charging is when you use a device as if it had no battery... so the power source would be the power adapter and it would completely bypass and not charge the battery.
But even Tesla says to only charge your car to 80% charge...
Your computer is not a Tesla.
They both use lithium ion batteries

+1 on what Rudegar wrote. Your mac does not need much attention regarding charging. The best course is just to leave it plugged in while on your desk and don’t overthink things.

It's still not good to keep a battery at 100% ALL the time... read any article or watch any video... 80% is good and even lower is ideal if you're keeping it at that state for a long time.
