Can I use my iPhone to unlock my iPad
I hv forgot my iPad passcode cn I use my iPhone or Apple ID to unlock it.

No, that feature is not available. The only thing I know of that works is the Apple Watch will unlock a Mac.
If you forgot the passcode on your iPad, or your iPad is disabled - Apple Support
