Updating OS not to the most recent version

In order to use my mobile app for work I need to update my IOS (it is currently 12.2) to 13, but version 14 is not yet allowed. Is it possible for me to update but not to the most recent IOS?

No, that's not possible. You'll have to update to iOS 14.
