Need help formatting an SD

I can't find the Application that I need to use in order to format an SD. Where would I find it?

Mac mini, macOS 10.13

Generally, choose Utilities from the Finder's Go menu and open the Disk Utility.

If the drive connects through Ethernet or wirelessly, you need to use one created by its manufacturer and specifically designed for it.
