My iPhone 11 suddenly started having temporary screen burn-ins while I was scrolling through twitter after waking up. The burn-ins aren't permanent and they change based on what's being displayed on the phone. Additionally, there is no issues with regards to ghost touches.

Burn in means the image is persistent and does not go away.
What you describe is sounds like image retention, where it fades out over a short period of time.
iPhones use hardware and software tricks to prevent both as they are common issues with OLED.
I would do as suggested above, contact support.
You probably need a screen replacement.
