I want to change my region/country

How can I change my region/country when I still have some credits that is less than what I require to get an item. This is so because, I am being told that to change my region/country, I must exhaust my store credit first. Thanks

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.

Open the Settings app.
Tap your name, then tap iTunes & App Store.
Tap your Apple ID, then tap View Apple ID. ...
Tap Country/Region.
Tap "Change Country or Region." If you don't see "Change Country or Region," contact Apple Support.
