If the Power Adapter is USB-PD compliant, you can safely use the higher rated Power Adapter without issues. The iPad will only charge at its maximum supported rate; as the iPad7 does not support Fast Charge, the charging rate will be limited to 12W (i.e., 2.4A @5V).
