Can't contact apple support from Pakistan

Can't contact apple support from Pakistan i have a issue butt i am unable to contact with apple the number which is provided at that number call can't be connected

I have a issue with apple I.D. and password and I wanted to contact apple when I visited the page i was amazed to see there is no chat or email support available. The only option available to people of Pakistan is a phone no which is dead and can't be dial and I got same reply after dialling this no whole day "Service is not available at this time" And that's it. Now any body suggest me how I can contact support team via email because I can't afford to send documents directly to apple. As it will cost me 40-50$.

Dial 00800 01001 first, then dial 800 361 0479.

I have done this same but the call can't be sent
