Cannot add card to Wallet on MacBook Pro

I cannot add my card into my MacBook wallet. I've added this card on my iPhone before and my other devices in the past, just seems to not work on Mac.

I've added wallet into iCloud settings, turned on iCloud Keychain, turned on allow payments on Mac.

I've done almost everything I don't know why its not working.

I know its not with the banks side because I've called them and they told me there's no problem with adding cards into Apple Pay systems.

MacBook Pro 13″, macOS 10.15
