Not unless they left a contact number that would show when you turn the phone on. Apple doesn't track who owns what device/computer. Turn the phone into the local authorities. It is worthless to you.

One possibility for contacting the owner is if they have entered any contacts in the Medical ID field for the Health app. Part of this data is Emergency Contacts. These contacts can be seen from an option at the passcode screen when you attempt to open the phone.

If you touch on 'Emergency' at the foot of the passcode screen you will open a new screen with a number keypad and at the foot of this screen is a Medical ID option in red. Touching on Medical ID will show any information the owner has chosen to display. This might include the owner's name and any emergency contacts with their phone number. This will provide you with a way of calling these people which the owner has trusted. You can pass on your details through them.

Otherwise leave the phone at a police station near to where it was found. If the owner has reported it lost or stolen they may be reunited with it. If you don't wish to call an emergency contact the police might do it, as long as you make them aware of this.
