The communication limits that restricts communication to specific contacts during downtime is not working. Despite having this set up and it being downtime, it still allows for communication to all contacts. This did work prior to the most recent update to iOS 14.0.1. The phone is the new iPhone SE 2020.

Thanks for reaching out to the Apple Support Communities! It sounds like you're having issues with the restriction to contact specific contacts during downtime not working properly. Is there a message on the device to "Ignore Limit" when an unauthorized contact is contacted?
We'd recommend taking a look at this article to Use Screen Time on your iPhone, iPad, or iPod touch just to confirm that the settings are set to your preferences. You'll want to make sure that you have enabled the "Block at Downtime" / "Block at End of Limit" options for the phone and that your Screen Time passcode isn't known by the person using the device. In addition to this, double check to make sure that the app hasn't been included in the Always Allowed section of the Screen Time settings.

There is no message displayed to ignore the limit. This had worked prior to iOS 14.0.1 with the messages app set as always allowed. It restricted messaging people not in the specific contacts list during downtime. People not in this list would have a message displayed that they could not be contacted during downtime. If I remove the messages app from the always allowed list then even the specific contacts can not be messaged. This is a bug in the iOS 14.0.1 update.
