Web pages refresh while reading

When trying to read certain web pages, like CNN, the page will go blank and then reload. It will do this several times, and it seems to happen in Safari, Edge, and Chrome. I suspect it’s the page, itself, and not the iPad or browser. It is infuriating, especially when it happens two, three, or four times.

Is anyone else experiencing this?

It’s also extremely aggravating on iPhone or iPad, when a page loads, but the ads take longer to load, and you start reading, then an ad finishes loading and pushes everything down. It happens on virtually any website with ads, and on any browser. It’s like trying to read a book, and someone walks up and pulls the book out of your hand and changes the page, and hands it back.

Can the industry not do something to make these ads grab the space they need right away, as the page loads, so that the page positions remain stable, while we read? It seems like it would be a “no-brainer” to do this.
