How do I make a new iCloud account

I need to create a new account for iCloud account witch says apple id account creation

Your friend needs to do this: https://support.apple.com/en-us/HT201351. It sounds like they need to remove their Apple ID so you can use it.

i have a iPhone 6s and it was my friends phone but I wants to activate it for to be a working phone I cant cuz the person has to fix or has to do something to this phone can we meet up so u could help me

Go to ➔ www.appleid.apple.com and then choose Create Your Apple ID on that website.

Recycle it unless you can get your friend to activate it.
