It sounds like you want to use the Early Riser alarm on your iPhone, and we're happy to help. That alarm is still available when using Bedtime:

Bedtime, as previously accessed from the iPad Clock App, has disappeared from the native Clock App - and is no longer an element of iPadOS. 

For iPhone, the equivalent function has been relocated to the Health App (this, of itself, is not present on iPad).
