I am locked out of my iPhone and do not know how to get back in.

Locked out as in forgot your passcode or the device is disabled?

If so, this support article explains what to do, or you can watch the video for help.

If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
