My phone won’t let me use my cellular data until I update my phone but when I check for updates it says my phone is up to date

Is it possible that your iPhone is looking for a carrier update rather than an iOS software update? Let's find out.

Open Settings ➔ General ➔ About : Pause here for 5 seconds and see whether a window pops up for a Carrier Settings Update. If it does then choose Install Update. If no window pops up then your carrier settings are up to date and there is nothing you can do further.
