I have an iPhone 11. I had the phone’s VPN turned on for quite some time. Then I started being unable to open website links. I turned VPN off and the problem was eliminated. But VPN keeps turning back on. Is there a setting to fix that?

Delete the app.

Remove the VPN completely. It is doing absolutely nothing to protect your privacy. it's nothing more than a glorified proxy server that's routing all of your traffic through a 3rd party that can't be trusted.
