I don’t have the App Store on my ipad

As it's not possible to delete it, it's there somewhere. Check Settings>Screentime to make sure nothing has been disabled. Use Spotlight search to look for it:

If all else fails, go to Settings>General>Reset>Reset Home Screen Layout. That's kind of the nuclear option so try everything else first.
