Transfer passwords to new iPhone
i bought a new iPhone 11 and it hasn’t picked up my saved passwords from my old phone in the download from media. Is there anything I can do? Maybe it’s still downloading? It’s been about 2 hours.

How did you transfer content from the old phone to the new phone. Did you do this—>Transfer data from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support
If you restored the new phone from a backup on your computer if you hadn’t created an encrypted back passwords would not have been included in the backup. Encrypted backups and all iCloud backups will include passwords. Also, if you had enabled iCloud Keychain on the old phone then enabling it on the new phone will transfer your passwords.
