I still can’t get my iPad to rotate screen

Do you have the orientation lock on?

From the top right hand corner of your iPad, swipe down to open Control Center.

Look for an icon with a lock in it and an semi circle arrow. Is it red? If it is, tap it to unlock screen rotation.

Note: Not all apps rotate. If your issue is with a 3rd party app, it likely was not coded to rotate. Even if your screen can rotate, and app not coded to rotate won't rotate.

Have you disabled Screen Rotation in the Control Centre? Drag you finger downwards from the top-right corner of your iPad screen to reveal the Control Centre. Tap the Rotation Lock icon to lock/unlock.
