how to go back to an older IOS version from Catalina on my Mac mini late 2012

My Mac mini late 2012 with 8GB RAM and 500 GB HDD has slowed down considerably both booting and all applications including browsing. How to reinstall an older version of IOS

Restore your backups from prior to the macOS upgrade.

If you don’t have backups from prior to the macOS upgrade, you’ll be starting over with a fresh macOS install.

There’s no downgrade available.

8 GB and an HDD is going to be slow.

Installing on and booting and running from an external Thunderbolt-connected or USB 3-connected SSD might make that configuration more tolerable.

And check for hardware errors, as one cause of slowdowns can be a failing hard disk.
