I want to sign in with my Apple ID on my phone but it shows me that the maximum number of free account has been activated

That sounds like you are trying to create a new Apple ID, not sign in with an existing Apple ID. You should be able to sign in if you already have an Apple ID by following these instructions—>Sign in with your Apple ID - Apple Support
