It would be fine to remove the file that you see there. This is a file that was downloaded for an over-the-air iOS update but is not the iOS itself.

Thanks for reaching out in Apple Support Communities. We understand that you would like to remove your previous iOS version before updating.
There is not a way to remove your previous iOS version before updating. However, "if there isn't enough storage space to update your iPhone and install an update, your iPhone temporarily removes downloadable parts of installed apps." Check out if you need more space for an update.

First, it's 500MB or half a gig, not 5 gigs.
If you tap on the little right arrow, is there not a way to delete the file? The file is NOT your working OS. It was the data file used to update. There should be no issue with removing it.
if I go to my iPhone storage I can delete it.
