If you just switched from iPhoto to Photos give Photos a few days to scan your library for for faces and recognise identical faces.Once the face detection has finished, you can name the faces identified by Photos and add manually the faces, thad Photos has missed. While you are naming people I would enable the option "Show Face names" from the View Menu: View > Metadata > Show Face Names". Then you will be seeing circles around the detected faces when viewing a photo enlarged and can see, which faces have been missed by Photos.
