Can't reset security questions

I'm trying to login to my appleid account online and the security question that comes up is not one i've setup. I've tried to use iforgot.apple.com but when i choose to reset my security questions i get this.

Cannot Reset Security Questions

We don’t have sufficient information to reset your security questions.

how do you change your security questions? I've reset my Apple ID password, and am trying to reset my security questions, but each time I go to iforgot.apple.com, which is the website which support.apple.com directs me to for this task, it wants me to reset my password again. How do I simply reset my security questions, after having changed my password?
