On startup, I get a spinning globe with a bar. when the bar is filled, what do I do next?

Is it ok for the globe to spin slowly? So long story short. I got a new 2020 13" MacBook Air and after 5 months of laziness i finally decided to reset my old 2012 13" MacBook Pro to factory settings. When i was doing the ⌘R thing it didn't show up the utilities. I decided to use the ⌘⌥R it showed me a spinning globe. Now there is the problem. The globe is spinning very slowly (0.16666666666FPS sometimes a little bit faster) Should i be worried? Is my old 2012 MacBook Pro a potato when it comes to spinning the globe?

Why does my new M1 iMac have the spinning ball every time I try to do anything???? My new M1 iMac constantly has the spinning beach ball. It is more frustrating than hp's I had 20 years ago. It's brand new and belongs in the trash.
