Voices sound robotic

For some reason, all voices I hear when watching videos suddenly sound like it is a robot speaking.

iMac 21.5″, macOS 10.14

Voice Control keeps popping up when I’m try to watch/listen to things. Voice Control keeps popping up when I’m try to watch/listen to things. I turned Voice Control off but it is still popping up. Nevermind, I found out why it was happening. It was to do with an external program.
